Ensuring Security of Supply in Ports

Ports play a vital role in ensuring Finland’s security of supply, which is why maintaining their operational reliability is essential.

Security of supply refers to the ability to safeguard the essential economic activities and related systems necessary for the livelihood of the population, the national economy, and national defence during emergencies and serious disruptions comparable to them.

Preparedness in ports is coordinated by the Port Pool, a cooperation body between the Finnish Ports Association, the Finnish Port Operators Association, and the National Emergency Supply Agency. The Finnish Ports Association serves as the host organisation for the Port Pool.

The Port Pool supports preparedness among critical security-of-supply companies in the port sector and their key partners by organising trainings and continuity management exercises.

A real-time situational picture is maintained through an ongoing process and, during disruptions, through dedicated meetings and surveys.

The goal is to ensure the continuity of port operations under all security conditions, with a particular focus on measures required during serious disruptions and states of emergency.
